Tiene como objetivo identificar y analizar las representaciones sociales sobre la policía de la provincia de Jujuy, a través de los discursos construidos por los cuatro medios digitales más relevantes de la provincia (Somos Jujuy, Jujuy al Momento, El Tribuno de Jujuy y Todo Jujuy) durante el primer periodo de la pandemia de covid-19, comprendido entre el 19 de marzo y el 31 de diciembre de 2020. La investigación se desarrolló a partir de la descripción teórica de los tópicos más importantes para la investigación como las representaciones sociales, mediáticas y nodales, medios digitales, periodismo digital, discurso digital, relaciones de poder y funciones policiales. A su vez, se implementó una metodología desde un enfoque mixto (cualitativo-cuantitativo), empleando técnicas como la revisión bibliográfica, la selección muestral y la recolección de datos. Esta última se realizó mediante la búsqueda hemerográfica digital de los contenidos publicados por los medios seleccionados durante el periodo de estudio. Los datos fueron organizados en grillas estructuradas con columnas que detallaban la fecha, titulo, resumen de la información, actores involucrados, vinculación política y sección. Este procedimiento permitió identificar variables y similitudes en los discursos, que posteriormente fueron categorizadas de manera representativa. Con los datos obtenidos, se realizó un análisis exhaustivo empleando un enfoque procesual basado en las nociones de objetivación y anclaje según la perspectiva de la escuela clásica de las representaciones sociales. Asimismo, se aplicó un análisis discursivo desde una perspectiva pragmática y semántica como producto, vinculando los resultados con la noción de relaciones de poder propuesta por Michel Foucault. En este marco, se exploran conceptos claves como biopoder, biopolítica, poder pastoral, poder disciplinario y conducción de conductas, fundamentalmente para comprender las dinámicas representacionales. Estos conceptos fueron seleccionados con las representaciones nodales vinculadas a la identidad colectiva de la población jujeña en el contexto específico de la primera etapa de la pandemia. El estudio concluye que existen múltiples representaciones sociales heterogéneas respecto a la función policial, donde se evidencian tanto aciertos como fallas en su desempeño. Estas representaciones condicionan la legitimidad de la institución policial. Sin embargo, el apoyo y acompañamiento explícito del poder político vigente resulta visibles en los discursos de los medios digitales, estableciendo una relación implícita y encubierta entre medios y política. Esta relación influye en la forma en que los medios configuran la agenda sobre las funciones policiales, afectando su representatividad y legitimación social. Abstract : This work is part of the process to obtain the Master's degree in Contemporary Communication Problems, awarded by the National University of Jujuy. Its objective is to identify and analyze the social representations about the police in the province of Jujuy, through the discourses constructed by the four most relevant digital media in the province (Somos Jujuy, Jujuy al Momento, El Tribuno de Jujuy and Todo Jujuy) during the first period of the covid-19 pandemic, between March 19 and December 31, 2020. The research was developed from the theoretical description of the most important topics for research such as social, media and nodal representations, digital media, digital journalism, digital discourse, power relations and police functions. In turn, a methodology was implemented from a mixed approach (qualitative-quantitative), using techniques such as bibliographic review, sample selection and data collection. The latter was carried out by means of a digital newspaper search for the content published by the selected media during the study period. The data were organized in structured grids with columns detailing the date, title, summary of the information, actors involved, political affiliation and section. This procedure allowed the identification of variables and similarities in the discourses, which were subsequently categorized in a representative manner. With the data obtained, an exhaustive analysis was carried out using a procedural approach based on the notions of objectification and anchoring according to the perspective of the classical school of social representations. Likewise, a discursive analysis was applied from a pragmatic and semantic perspective as a product, linking the results with the notion of power relations proposed by Michel Foucault. In this framework, key concepts such as biopower, biopolitics, pastoral power, disciplinary power and conduct management are explored, fundamentally to understand representational dynamics. These concepts were selected with the nodal representations linked to the collective identity of the Jujuy population in the specific context of the first stage of the pandemic. The study concludes that there are multiple heterogeneous social representations regarding the police function, where both successes and failures in their performance are evident. These representations condition the legitimacy of the police institution. However, the explicit support and accompaniment of the current political power is visible in the discourses of digital media, establishing an implicit and covert relationship between media and politics. Poder reconocer características particulares de las experiencias, su organización en la producción y las estrategias adoptadas en la expresión de ideas contrarias al gobierno de facto, nos permite construir ciertas afirmaciones en torno a cómo se ejecutaron los controles militares en los espacios mediáticos en la provincia de Jujuy, y de qué manera ciertas experiencias –en este caso radiofónicas- pudieron convivir con los procesos de control mediático. Integrantes, objetivos, contenidos, musicalización en las producciones, la radio como práctica política, sumado a los vínculos con sus audiencias y contextualizados en un Jujuy bajo represión, son algunos de los puntos desarrollados en la investigación. La revisión de las dos experiencias radiofónicas - Realidades y Los Habitantes del Sol- se basó metodológicamente en la realización de entrevistas en profundidad a protagonistas de las experiencias, y el análisis se plantea desde la construcción y disputas de sentidos como dispositivos de control social y resistencias. Conceptualmente se tomaron variables teóricas propias de los estudios en Comunicación y Medios (construcción y disputas de sentidos, práctica significante, procesos de subjetivación, sentido común, comunicación/cultura, prácticas radiofónicas, medios públicos, políticas de comunicación); y conceptos del campo del ejercicio del poder para analizar el contexto de violencia estatal, los dispositivos implementados para el control de la población y los de resistencias (dispositivo de opresión, estado de excepción, tecnologías de disciplinamiento, sociedades de control, prácticas de resistencias, actitud crítica). La investigación no pretendió analizar las experiencias radiofónicas desde un enfoque de la Comunicación Alternativa estrictamente, la lectura de las experiencias se efectuó desde la concepción de comunicación como construcción y disputa de sentidos; es decir, mirar las propuestas mediáticas de jóvenes radialistas frente a un discurso dictatorial omnipresente. Abstract : This research addresses the systematization of two radio communication experiences located in San Salvador de Jujuy and carried out by young people during the last military dictatorship in Argentina. Being able to recognize particular characteristics of the experiences, their organization in production and the strategies adopted in the expression of ideas contrary to the regime, allowed us to build certain statements about how military controls were carried out in media spaces in the province of Jujuy, and how certain experiences - in this case radio - could coexist with the processes of media control. Members, objectives, content, musicalization in productions, radio as a political practice, added to the links with its audiences and contextualized in a Jujuy under repression, were some of the points developed in the research. The review of Realidades and Los Habitantes del Sol, the two radio experiences, was methodologically based on in-depth interviews with the protagonists of the experiences and the approach is based on the construction and disputes of meanings as devices of social control and resistance. Conceptually, theoretical variables from studies in Communication and Media were taken (construction and disputes of meanings, significant practice, subjectivation processes, common sense, communication/culture, radio practices, public media, communication policies); and concepts from the field of the exercise of power to analyze the context of state violence and the devices implemented for the control of the population (oppression device, state of exception, discipline technologies, control societies, resistance practices, critical attitude). The research did not intend to analyze the radio experiences from a strictly Alternative Communication approach; the reading of the experiences was carried out from the conception of communication as construction and dispute of meanings; that is, to look at the media proposals of young radio broadcasters in the face of an omnipresent dictatorial discourse. De ese modo, se buscó explorar sobre las rutinas de comunicación, así como los accesos y las prácticas de uso de pantallas conectadas a internet; describir las estrategias de lectura transmedia y los modos de consumir información; distinguir las continuidades y discontinuidades en las formas mediatizadas de relacionarse; y, conocer las representaciones sociales que construyeron las adolescencias sobre las experiencias de comunicación durante las medidas de aislamiento obligatorio. Este proceso investigativo, se llevó a cabo con una perspectiva metodológica cualitativa e interpretativa, de tipo exploratoria y con la utilización del estudio de caso como método único para este aspecto procedimental. Por consiguiente, las técnicas de recolección de datos han sido, fundamentalmente, las entrevistas semiestructuradas y la observación. Respecto de las entrevistas, estas fueron llevadas a cabo de manera presencial con encuentros cara a cara, así como mediadas por plataformas, debido a la imposibilidad del encuentro presencial, grabando esos registros, en ambos casos. En tanto que, para la sistematización de las entrevistas se utilizó un software de procesamiento de datos cualitativos denominado Atlas ti.7, a partir del cual se generaron códigos, citas, memos y mapas de sentidos para poder explicar las relaciones entre categorías analíticas. Entre los hallazgos, se puede decir que se configuro una nueva cotidianidad alterando las posibilidades de construcción identitaria, de socialización y profundizando una precarización de la subjetividad juvenil. Así, el acceso a internet no ha sido el mejor en la mayoría de las expresiones, a pesar de haber declarado estar conectados entre 11 y 13 horas en una jornada. Esta conexión, se hizo preferentemente en el dormitorio u otros lugares donde podían interactuar sin ser escuchados, aunque no todas las adolescencias contaban con esos lugares. Respecto de la lectura, ha resultado más difícil con textos absolutamente digitales y sin posibilidad de intervenir materialmente en los mismos. En tanto que, la interacción en pantallas tuvo que ver con tener que hacerlo por obligación y no de manera voluntaria. Asimismo, se identificó que, en algunos casos, debieron compartir el celular con familiares, siendo las mujeres adolescentes, la más perjudicadas; que, además, debieron cuidar a personas y hacer tareas del hogar. Se encontraron accesos diferenciados a los bienes y servicios durante la pandemia que generaron experiencias disimiles en adolescentes que, debieron dejar de cursar la escuela secundaria por no contar con dispositivos y/o conectividad, como por tener que trabajar y no dedicarle tiempo a la cursada. Ahora bien, por otro lado, las experiencias similares que unificaron una serie de sentimientos y representaciones de angustia, incertidumbre y desolación tuvieron que ver con haber perdido familiares y otros elementos constitutivos de sus propias identidades colectivas como las actividades de la promoción del último año del secundario. Title A name given to the resource Los procesos comunicacionales en el Programa ProHuerta: interacciones, experiencias y significaciones entre técnicos y productores de Salta y Jujuy durante el año 2020-2021 Subject The topic of the resource Problemáticas Contemporáneas de la Comunicación Description An account of the resource Resumen: En esta investigación se presenta una descripción y análisis de los procesos comunicacionales que se dan entre técnicos y huerteros, llevados a cabo en los territorios de Salta y Jujuy durante la pandemia por el COVID-19. En el Capítulo 1 realizamos una contextualización de las tareas que llevan a cabo los profesionales del INTA y el programa ProHuerta. Los contextos y formas de trabajo que tienen estas políticas públicas situadas en el territorio. La presencia y las transformaciones de un programa que se mantuvo en el tiempo con recursos provistos por el Ministerio de Desarrollo Social de la Nación y con la ejecución de las actividades dadas a través de los técnicos extensionistas del INTA. Resaltamos los procesos comunicacionales surgidos entre los actores que nombramos protagonistas de nuestro trabajo: huerteros, productores y técnicos; la familia productora, cultivadora de una semilla que provee el programa a través de sus agentes multiplicadores. Entendiendo a la comunicación como la que posibilita los encuentros que se van dando en territorios propios y ajenos a los huerteros. Abordamos la pandemia como generadora de momento de cambios y transformaciones, y la que provocó que se reinventara el trabajo extensionista del ProHuerta a través de la virtualidad. En el Capítulo 2, describiremos las interacciones en los procesos de extensión rural. Brindaremos un panorama del trabajo que se realizaba previo a la pandemia y como llegaban los técnicos a los diversos territorios. Con la ayuda de entrevistas, daremos a conocer el trabajo realizado por los huerteros en los distintos espacios y los roles que cada uno cumple realizando esta actividad. Mostraremos la identificación que tienen quienes con el uso de indumentaria se muestran como miembros de un programa presente en el territorio. Daremos a conocer las formas de comunicación que tiene el PH y los lineamientos establecidos en estos procesos comunicacionales. En el Capítulo 3, daremos cuenta de la intervención realizada en el territorio. El vínculo del INTA-PH con instituciones presentes en las provincias analizadas, y poder ver con ello el acompañamiento dado en las zonas urbanas y rurales. Describiremos las transformaciones que impuso la pandemia, las formas de producción y comercialización y el teletrabajo como modalidad empleada para dar continuidad a la tarea extensionista. Daremos cuenta del trabajo realizado en las huertas y como este creció durante la pandemia, juntamente con las demandas para la presencia técnica. La pandemia, como un periodo de trabajo que fortaleció la comunicación virtual, y que benefició a aquellos que contaban con una buena conectividad. Y el lento retorno que se dio a través del decreto dado a conocer en el mes de septiembre del año 2021, estableciendo el regreso del personal técnico a las Agencias de Extensión Rural y a los territorios, cumpliendo necesariamente los protocolos establecidos en cada provincia y en las zonas visitadas. En el Capítulo 4, daremos cuenta del sentir de los productores hacia el programa que los acompaña. A través de su discurso describiremos las modificaciones que se fueron dando en su forma de trabajo y la vinculación constante en el territorio. Además, detallaremos las ventajas y desventajas que presentó la modalidad de trabajo virtual y las posibilidades surgidas para la comercialización, incrementando en muchos casos la producción y venta de sus excedentes. Advertiremos un reconocimiento a la tarea realizada por los técnicos. En la voz de los productores y huerteros analizaremos las experiencias de trabajo y lo que les genera para realizarlas. Seguidamente, en el Capítulo 5 realizaremos un análisis comparativo de las formas de trabajo implementadas en el territorio. Describiremos el trabajo extensionista que realizan los técnicos del INTA generando cambios y transformaciones en pos del mejoramiento de la calidad de vida de los ciudadanos. Detallaremos las planificaciones realizadas durante el tiempo de pandemia, la modificación que estas tuvieron durante este período y en su retorno a la presencialidad. Además, brindaremos una descripción de los lugares que recorrimos a través del relato de los técnicos. Cada espacio de trabajo está representado por características que lo hacen particular y diverso. Detallaremos cómo fue la presencia de esta política pública en territorio y cómo los actores debieron trabajar para dar continuidad. Describiremos los logros que ellos perciben siendo capaces de sembrar una semilla, conservar sus alimentos, comercializarlos, como así también ser quienes ganaron un espacio en ferias, siendo mujeres, jóvenes y adultos trabajando su tierra. Finalmente, en el Capítulo 6 abordamos estrategias comunicacionales y lo que representa la necesaria planificación y el diagnóstico de actividades llevado a cabo por los técnicos. Además, propondremos una guía como propuesta comunicacional que dé continuidad al trabajo extensionista, de los técnicos como facilitadores de las prácticas sociales que se llevan a cabo en los territorios. En él se realizará un recorrido por los inicios de la televisión de vínculo físico en la ciudad de San Pedro de Jujuy desde sus inicios hasta los primeros cinco años de funcionamiento (1986-1991) Se plantean como objetivos en éste recorrido, describir el origen y desarrollo de los primeros cinco años de funcionalidad de la televisión por cable o de vínculo físico en la ciudad. Además, detallar el proceso legal, administrativo, económico y tecnológico por el cual la televisión por cable se instala teniendo en cuenta su contexto social. También se buscará reconocer las estrategias del proceso de fundación y puesta en función de la televisión por cable. Además, teniendo en cuenta las políticas públicas de comunicación, reconstruir la historia de los primeros productos televisivos locales realizados en la ciudad de San Pedro y describir, utilizando fuentes orales, memorias históricas de residentes de la ciudad en esos años de formación de la televisión de uso físico en San Pedro de Jujuy. Para poder llevar adelante este trabajo, se propone el enfoque micro histórico que aborda el problema de cómo acceder al conocimiento del pasado mediante diversos indicios, signos y síntomas. Es un procedimiento que toma lo particular como punto de partida y procede a identificar su significado a la luz de su contexto específico. Como sostiene Washington Uranga, busco entender “la comunicación historizada, como un proceso, como movimiento, como en tránsito” (Uranga, 2009.178). Abstract: The history of the media, particularly television, will be covered in this work, where a journey will be made through the beginnings of television for physical use in the city of San Pedro de Jujuy from its beginnings to the first five years of operation (1986-1991). The objectives of this tour are to describe the origin and development of the first five years of functionality of cable television or physical link in the city. In addition, detail the legal, administrative, economic and technological process by which cable television is installed taking into account its social context. Also recognize the strategies of the process of foundation and implementation of cable television taking into account public communication policies, reconstruct the history of the first local television products made in the city of San Pedro and describe, using oral sources, memories historical records of city residents in those years of formation of television for physical use in San Pedro de Jujuy. In order to carry out this work, the micro-historical approach is proposed that addresses the problem of how to access knowledge of the past through various signs, signs and symptoms. Title A name given to the resource La ESI en tiempo de Covid-19: el caso de la Escuela OEA N° 3109 de Tartagal Subject The topic of the resource Problemáticas Contemporáneas de la Comunicación Description An account of the resource Resumen: En Argentina, la Ley federal N. º 26.150 de Educación Sexual Integral (ESI) llegó para garantizar el derecho de todxs lxs estudiantes a recibir contenidos de educación sexual en escuelas privadas y públicas del país, a través de la creación del Programa Nacional de Educación Sexual (PNESI). Se trata de una de las mayores conquistas en materia de derechos por parte de los movimientos feministas en Argentina. Sin embargo, a más de una década desde su sanción, la normativa aún presenta múltiples resistencias y desafíos. Por otra parte, el inesperado contexto de Aislamiento Social Preventivo (ASPO) en el marco de la pandemia de COVID-19, ha tenido diversas repercusiones en los procesos educativos. Este escenario trajo consigo nuevas condiciones de trabajo y reconfiguró las relaciones; pero a su vez, estallaron múltiples desigualdades sociales preexistentes. Este trabajo de investigación busca indagar que ocurrió con la ESI durante ese contexto particular en la escuela de Educación Técnica OEA N. °3.109 de la ciudad de Tartagal de la provincia de Salta, a partir de un análisis situacional sobre su dispositivo comunicacional a través del cual se implementan contenidos de educación sexual. Se analizan a lxs actores sociales que intervienen en el escenario escolar, los soportes y recursos TIC con los que cuenta la escuela, las relaciones que se desarrollan en la comunidad educativa, sus espacios, el trabajo desplegado por la Comisión de ESI de dicha institución y finalmente, los discursos en circulación vinculados a la ESI. La particularidad de esta investigación es el territorio en el que se desarrolla nuestro objeto de estudio: lugar de histórica postergación y desigualdad. El enfoque metodológico es del tipo cualitativo y se basa en la observación participante, en la recolección de documentos y entrevistas. Para su desarrollo, basamos nuestra mirada en los aportes críticos de la Comunicación/Educación, en el Enfoque latinoamericano de comunicación, así como también en las Epistemologías latinoamericanas de Género y Pensamiento Feminista. Abstract: In Argentina, the federal law N. ° 26.150 of Comprehensive Sexuality Education (CSE) came to guarantee all the students’ right to receive contents of sex education in private and public schools in the country, through the creation of the Sex Education National Program (SENP). It consists in one of the greatest triumphs in terms of the rights by the feminist movements in Argentina. However, more than a decade since its sanction, this rule still presents multiple resistances and challenges. In other hand, the sudden context of Preventive Social Isolation (PSI) in the COVID-19 setting, it has had several backwashes on the educational processes. This scene hugely impacted in the everyday life, restructure affective bonds and social relations and entail new work conditions, but at the same time, several preexisting social inequalities broke out. This research project seeks to enquire what happened with CSE, during that context of uncertainty and transformations, in the Technical Education School OEA N. °3.109 in Tartagal City in Salta province, from a situational analysis of its communicational device through which sex education contents are implemented. Social actors that are involved in the social scene, the supports and ICT resources that the school reckons with, the relations that are put into practice in the educational community, the spaces, the work used for the CSE Commission of the said school and finally, the current speeches linked to CSE. The peculiarity of this investigation is the territory in which our study object develops: place of historical postponement and inequality. The methodological approach is qualitative and it is based on the participant observation, in the gathering of documents and interviews. For its development, we base our look on the Communication/Education critical contribution, on the Latin-American Communication Approach, as well as on the Latin-American Epistemology of Gender and Feminist Thinking.
