By controlling the review was intended to model the consensus that would allow lead to societies, populations, towards order and progress at a time of crisis and confusion of liberalism. This take over involved, among other things, to be able to account theoretically forms of grouping articulated techniques and emerging distance communication technologies that seemed to print another dynamic and other circuits to the opinion (and the willingness of individuals). Two theoretical movements stand out in this effort to provide a solution to the quagmire of liberalism: one with a more political status developed by Walter Lippman and stayed in the red circle of thinkers of the liberal economy; the other movement, academic, will have its epicenter at the University of Chicago and will be developed by John Dewey and Robert Park.</text>

<text>This paper tries to account for the mutations suffered both in the notions of public opinion and public sphere, as well as in its forms of control and modulation for the exercise of governmental practice. In this sense, the document seeks to explain the concern for the configuration and conduct of public opinion linked to the relationship between rulers and governed from before its appearance in the sixteenth century with the figure of Machiavelli, to the formation of civil society with the presence of the traditional media and later the impact of the New Technologies of Information and Communication. It is a writing that is divided into two sections. In the first, it presents a journey not only for the main forms of configuration of the notion of public opinion and public sphere, but also explains the transformations produced in the modes of organization of the social with the entry of Information Technologies and Communication that would allow both notions to take on new dimensions. The second section addresses the different forms of modulation of public opinion based on the configuration of civil society characterized by the presence of traditional media. That is to say, the elements that allow the manufacture of the opinion will be identified and subsequently investigated in the devices of control and supervision of the opinion that are enabled in the encounter of the subjects with the Technologies of the Information and the Communication.</text>

In addition, some observations made in the framework of the development of the Culture and Communication subject, issued in the 3rd year C of the Virgen de Loreto School, will be added. The objective is to offer a panorama of the particularities in the preferences of young people from Loreto, from this case study, to contrast with what happens in other scales. Thus, it is also expected to address the question of the meanings and values that young people attribute to such activities, above all, the use of social networks and mobile devices.</text>

This meant, on the one hand, expanding the possibilities of access for the audience and on the other, breaking the fugacity and instantaneity that characterize radio listening.</text>

In general, these actors manage limited volumes of capital and concentrate marginal portions of the market at the national level. Although they operate in conditions of deep asymmetry in relation to the big players, they have managed to generate strong territorial roots, and many of these organizations are relevant actors at the local level. The ongoing technological convergence demands these operators to make permanent investments of large sums of capital, while exposing them to a greater competition. In this scenario, and after being consolidated in the provision of broadband and pay television, the peripheral actors claim to participate in the business of mobile telephony, the last step towards the full convergence of services. However, the characteristics of the telecommunications market, concentrated and exclusive, coupled with government decisions more favorable to the larger players, alert the possibility of an even more subordinate introduction in the convergent environment.</text>

<text>This paper intends to diagnose if advertising plays a role as a unifying element of Mercosur in the socio-cultural context of the region of the Triple Frontier: Brazil, Argentina and Paraguay, as well as to evaluate if Television as a means of advertising communication uses the portunhol to circulate information in a especially in terms of educational campaigns and to reflect on the possibility of establishing the border between countries, not as a limit and a field for differences, but just the opposite, as the stage for discovering similarities through the linking of bodies and cultures. To do this, we conducted an exploratory survey through the contact for later technical visits on the RPC and Tarobá stations, both in Foz do Iguaçu, and Channel 12, in Misiones; and also a bibliographical review on the subject, involving reference books and academic journals, national and international. However, we were informed by such channels that it ́s not commercial practice or even for the diffusion of educational campaigns the use of portunhol by the advertising market in the region under study. Thus, from the bibliographic review we understand that Television as a means of advertising communication does not use the portunhol because communication requires only exchange and reciprocity, so that it ́s possible to meet the minimum requirements of dialogue, from a minimum of symmetry that allows subjects to act in freedom.</text>

<text>The present work is focused in analyzing how hegemonic sectors articulate, dominate and propagate certain representations, meanings and discursive practices in the construction of a “traditionalist” narrative that is transmitted generationally as representative of the history of Jujuy and which is perpetuated year by year in the commemoration of certain events estimated relevant to the history and culture of a community. To this end will be performed a semiotic and discursive analysis of the advertisings published by the government in the newspaper Pregón during the period 1984-2015. The historical events that will be analyzed are Foundation of San Salvador de Jujuy (19 April 1593), the “Éxodo Jujeño” (23 August 1812) and the “Great Day of Jujuy” (27 April 1821) because they have a dominant sense in the constitution of the identity of the history of Jujuy. For the analysis of this corpus an interpretative methodology is used with the contributions of the semiotics of the image and the discourse analysis, in order to understand how the image and text combinatorial works in the discursive construction elaborated in the series of advertisings that are studied in this opportunity. The relevance of this work lies in the fact that through the content - visual and textual - that is expressed each year on the occasion of the commemoration of these events, hegemonic sectors are building a story that, in a process of selective tradition, rescues some elements of the past to resignify them in the present.</text>

<text>The objective of the following article is to account for the cultural consumption practices associated with Digital Terrestrial Television (DTT) in users of the city of Paraná, Entre Ríos, in which we question the extent to which the comparative advantages of digital television in relation to analogue television, generate new habits of audiovisual consumption.Due to the novelty and the short age of DTT implementation in our country, there is little research available and most of the academic work aims to describe the state of implementation of DTT policies. Therefore, the originality of our work lies in recovering the theoretical-methodological perspective anchored in Cultural Studies to re-think the relationship between technologies and their habits of use and consumption. For the construction of the data was used the technique of the interview in depth and the model of ‘domestication of the technology’ of Roger Silverstone was adopted for the organization of the questionnaire. Regarding the technique for data analysis, we opted for an interpretative-critical analysis of the recurrent sense nodes that appear in the corpus of interviews in relation to cultural consumption practices associated with the Open Digital Television (ODT).The results of our research show that the interviewed users affirmed that keep having the same consumption habits as before the arrival of digital television in their homes.</text>
