The numerous difficulties that arise in the process of this task can only be overcome insofar as interdisciplinary work is applied in a practical and concrete way, and insofar as there are professionals adequately and specifically trained in the field. We must also take into account that the ultimate aim of this effort is its transfer to the community, since in this way we will contribute to the construction of our identity as a country.
Awareness of this problem and the concrete will for change are the first steps that must be taken in the endeavor to reclaim our heritage, our cultural identity, and our identity as Argentines, assuming each and every one of the periods of our history.]]> La reflexión sobre esta problemática ha llevado a poner en evidencia que existe la necesidad imperiosa de realizar trabajos de investigación de los asentamientos indígenas desde el punto de vista urbano-arquitectónico. Los numerosos inconvenientes que surgen en el proceso de esta tarea solo podrán ser superados en la medida en que se aplique en forma práctica y concreta el trabajo interdisciplinario y que existan, además, profesionales formados adecuada y específicamente en la materia. Debemos tener en cuenta, por otra parte, que el fin último de este esfuerzo es la transferencia a la comunidad, pues de esta manera aportaremos a la elaboración de nuestra identidad como país.

This broad acceptance suggests that users find in it cultural values with which they identify. This paper seeks to investigate what these values are. Are they the same for all users, or has this housing model been loaded with different meanings since its appearance in the 1920s?
In order to answer these questions, the explicit and implicit motivations of the users and/or promoters of this type of housing have been analyzed. In this regard, the ideological foundations of the Nationalist Restoration (1910–1930), the opinions of architects and/or users published in different magazines in the 1930s and 1940s, and the arguments put forward by different sectors of the Peronist government to justify the choice of the neo-colonial style for its housing plans were examined.
After comparing these motivations, we conclude that they have changed over time and that the persistence of neo-colonial forms in Argentine housing can be explained by their great capacity to bear meanings.
This would explain the revaluation of the neo-colonial style in the postmodern period of the 1980s and 1990s, when, through different stylistic expressions, attempts were made to reverse the absence of meaning in architecture produced by the Modern Movement.]]> En la historia de la vivienda en nuestro país, en los últimos 70 años, la vivienda “neocolonial” ha sido elegida por una parte importante de nuestra sociedad. Esta amplia aceptación permite suponer que los usuarios encuentran en ella valores culturales con los cuales se identifican. Este trabajo intenta indagar cuáles son estos valores. ¿Son los mismos para todos los usuarios o este modelo de vivienda ha sido cargado de diferentes significados desde su aparición en los años 20?
Para responder a estos interrogantes, se ha procedido a analizar las motivaciones explícitas e implícitas de los usuarios y/o propulsores de esta vivienda. En este sentido, se analizaron los fundamentos ideológicos de la Restauración Nacionalista (1910–1930), las opiniones de arquitectos y/o usuarios expuestas en distintas publicaciones (revistas) en los años 30 y 40 y los argumentos esgrimidos desde distintos sectores del gobierno peronista al justificar la elección del neocolonial para sus planes de viviendas.
Cotejadas estas motivaciones, se concluye que las mismas han ido cambiando y que la persistencia de las formas neocoloniales en la vivienda argentina se explica por la gran capacidad de las mismas de portar significados.

Nevertheless, the results are simple and appropriate to their natural and cultural contexts, whose characteristics strongly condition the definition of housing in its functional, spatial, technological, morphological, symbolic, and other aspects.
This paper is developed as the conclusion of a series of experiences carried out in the interior of the province of Tucumán, within the framework of the different research projects conducted by the authors in the field of popular housing. To this end, three objectives were proposed: first, to create a space for reflection on ways of life, cultural values, and what is desired to be preserved, changed, or innovated; second, to provide technical and didactic tools that enable users to express their ideas regarding their own housing; and third, to help critically confront needs with resources and aspirations with possibilities.
The aim, therefore, is to present a possible alternative path for formulating the most appropriate proposals within an action-research process, based on the recovery and promotion of the potentialities of the available resources belonging to rural communities, in order to address the rehabilitation of rural habitat in general and housing in particular.]]> En las comunidades rurales, la relación de la vivienda con su ambiente se resuelve en términos de precariedad de medios y servicios; sin embargo, los resultados son sencillos y apropiados para sus contextos, tanto natural como cultural, cuyas características condicionan en alto grado la definición de la vivienda en sus aspectos funcionales, espaciales, tecnológicos, morfológicos, simbólicos, etc.
El trabajo se desarrolla como conclusión de una serie de experiencias realizadas en el interior de la provincia de Tucumán en el marco de las distintas investigaciones llevadas a cabo por las autoras en el campo de la vivienda popular. Para ello se plantearon tres objetivos: 1- crear un ámbito de reflexión sobre modos de vida, los valores culturales, lo que se desea conservar, cambiar o innovar; 2- aportar herramientas –técnicas y didácticas– que posibiliten a los usuarios expresar sus ideas respecto de su propia vivienda; 3- ayudar a confrontar críticamente necesidades con recursos y aspiraciones con posibilidades.

Temperature and relative humidity data were obtained from one meteorological station located in the city center and another located in an area with rural characteristics near the city. The spatial distribution of thermal and hygrometric values was determined through mobile measurements carried out along transects using vehicles.
The monthly distribution of comfort categories in the urban and rural sites shows the urban effect, since from October to March days categorized as “very hot” appear in the urban area, whereas this category was not recorded in the rural sector in any month. Comfort sensations show the greatest contrasts between siesta time and night during the summer season, establishing important differences among urban, suburban, and rural environments. These differences result from the orographic effect and from differences in soil structure, which play an important role in reducing the thermal effect.]]> El propósito de este trabajo es comparar el comportamiento de los elementos meteorológicos que determinan los distintos niveles de confortabilidad en los ambientes urbano-rural, en base a un índice bioclimático.
Se utilizaron datos de temperatura y humedad relativa de una estación meteorológica ubicada en el centro de la ciudad y otra en un área con características rurales cercana a la ciudad.
La distribución espacial de los valores térmicos e higrométricos fue determinada mediante las mediciones móviles realizadas en transectas con vehículos. La distribución mensual de las categorías de confortabilidad en los sitios urbano y rural muestra el efecto urbano, ya que desde octubre a marzo aparecen días categorizados como «muy calurosos», mientras que en el sector rural no se determinó esta categoría en ninguno de los meses. The evaluation of different statistical studies made it possible to understand the magnitude of the problem, as well as some of the most influential factors that gave rise to it. Moreover, an investigation was carried out into the different legal aspects that offered solutions to this housing problem, as well as their significance and/or acceptance by the population targeted by such legislation. This study led to a deep understanding of the way of life that a large part of the population—those in need of low-cost housing—had to endure in a habitat that constituted the only option available to them. Consequently, it was possible to determine the strong influence exerted by habitat on the behavior of its users. At the political level, the conclusion is that the measures proposed did not constitute a satisfactory or adequate solution for the social sector for which they were intended. This paper proposes a different view of the attitude to be adopted in analyzing the way of life in a conventillo. It is a proposal from a personal perspective, based on the reading and interpretation of primary sources, and constitutes an important contribution to the analysis of Argentina’s housing problem.]]> La investigación fue llevada a cabo siguiendo el método científico-analítico, realizándose un minucioso estudio de: 1) los factores socio-emocionales que influyeron y determinaron el concepto de hábitat y ámbito humano y 2) los hechos políticos, económicos, sociales e históricos que constituyeron el marco de referencia sociocultural del período en análisis.
La evaluación de los diferentes estudios estadísticos permitió entender la magnitud del problema, así como también algunos de los factores de mayor influencia que dieron origen al mismo. Más aún, se llevó a cabo una investigación de los diferentes aspectos jurídicos que ofrecieron soluciones a esta problemática habitacional, así como su significación y/o aceptación por parte de la población destinataria de dicha legislación.
A partir del presente estudio se llegó a un conocimiento profundo del tipo de vida que debió llevar gran parte de la masa poblacional -necesitada de viviendas económicas- en un hábitat que constituía la única opción a la que podían acceder. Consecuentemente, se logró determinar la fuerte influencia que ejerce el hábitat sobre la conducta de sus usuarios. A nivel político, la conclusión es que los términos propuestos no constituyeron una solución satisfactoria ni adecuada para el sector social al cual estaban destinados.
Este trabajo propone una visión diferente respecto de la actitud a adoptar en el análisis del modo de vida de un conventillo. In this way, the social body and the government officials to whom society has delegated its representation are relieved of responsibility for the articulation between the training provision and the world of work.
It is widely recognized that an absent state opens spaces for differentiated and, at the same time, confusing employment policies, which multiply imbalances and inequalities, bringing profitability, marketing, and organizational variables into play before work-training coordinates. Our inquiry has shown that both marginalized young people and postgraduate students, supposedly overqualified, find it difficult to determine whether their preparation for work should be oriented toward the search for specific personal competencies, basically transferable skills, the development of unexplored niches, interdisciplinary exchanges, management structures, and so on. When work-training policies operate through omission rather than through positive action, the training provision faces increasing difficulties in articulating itself with the fabric of labor.]]> Así como la promesa incumplida del bienestar, acuñada en años de prosperidad de países ricos, derivó posteriormente en una gran frustración, también la promesa de que el esfuerzo personal en formación laboral conduce a un puesto de trabajo, incluye la falacia de depositar el éxito en las acciones que realiza cada sujeto para prepararse a la inserción productiva. De esta suerte, el cuerpo social y los funcionarios de los gobiernos en quienes la sociedad ha delegado su representación quedan libres de responsabilidades sobre la articulación entre la oferta formativa y el trabajo.
Es reconocido que un estado ausente abre espacios para políticas de empleo diferenciadas y a la vez confusas, que multiplican los desequilibrios y las desigualdades, entrando en el juego: la rentabilidad, el marketing y las variables organizacionales, antes que las coordenadas formativas laborales. This issue recurs across educational levels and becomes particularly important when the universe of analysis refers to young adults who turn to systematic education and to those who choose non-formal education, both of whom see in it an opportunity for inclusion in the social flow. For certain groups, access to a living condition that dignifies them as persons is unquestionably related to the benefits provided by education. It is therefore urgent to consider education as making such access possible.
It is inevitable to examine in greater depth fundamental concepts related to the basic processes involved in the construction of learning. Questions arise concerning the effective possibility that subjects have, or do not have, to learn, thus leading to considerations of learning difficulties that appear to prevent the construction of the labor competencies required for effective belonging to the world and for the development of self-learning processes. These processes must necessarily become an inseparable part of any current pedagogical alternative.
The constructs of immersion, emersion, and insertion, proposed by Paulo Freire, favor the development of a line of thought that grants significance to educational projects aimed at facilitating the search for, and discovery of, a place in the world.]]> En el marco de los procesos de globalización y mundialización y sin plantear una tensión educación versus trabajo, se hace necesario reconocer que la educación facilita a veces, pero otras no, encontrar su lugar en la sociedad a los sujetos. La temática se reitera en los niveles educativos, cobrando importancia cuando el universo de análisis refiere a jóvenes adultos que acuden a la educación sistemática y a los que optan por la educación no formal, ambos ven una oportunidad de inclusión en el torrente social. Existen ciertos grupos para los cuales acceder a una condición de vida que los dignifique como personas tiene que ver, indiscutiblemente, con los beneficios que les brindó la educación. Urge considerar a esta como posibilitadora de ella.
Es inevitable profundizar conceptos fundamentales referidos a los procesos básicos que intervienen en la construcción del aprendizaje. Se abren interrogantes sobre la efectiva posibilidad de aprender o no, que tienen los sujetos llegando así a planteos de dificultades de aprendizaje que aparecen impidiendo la construcción de las competencias laborales pertinentes para la efectiva pertenencia al mundo y el desarrollo de procesos de autoaprendizaje, que necesariamente habrán de formar parte inseparable de toda alternativa pedagógica actual.
Los constructos de inmersión, emersión e inserción son enunciados por Paulo Freire porque favorecen el desarrollo de una línea de pensamiento que encuentra significatividad a los proyectos educativos que faciliten la búsqueda y hallazgo de un lugar en el mundo.]]> Cuadernos FHyCS-UNJu]]> Cuadernos FHyCS-UNJu]]> 2008-05-07]]> application/pdf]]> university education]]> educational demands]]> educación universitaria]]> demandas educativas]]> These issues encompass a wide range of problems that require analysis: the adequacy of university training processes in relation to the professional profile; the culture of ease and least effort versus the culture of work; the explicit definition of the new configuration of the entering student’s profile in connection with labor demands; and the incidence of the new labor scenario on the “new vocation” for short-cycle and distance degree programs, perhaps virtual ones. In short, they call for the clarification and redefinition of the university’s function within the framework of new educational demands.
The problem of student attrition constitutes the axis of the discussion about the meaning of the university institution in society and raises concern about its positioning in a context whose dynamics challenge it to redefine itself permanently. This concern entails the risk of becoming an obsession with finding “the cause of attrition” and with granting a single variable exclusive, determining, and decisive incidence. In this way, the conception of a multicausal and multidimensional process is blurred, although each variable acquires its own significance according to its particular interaction with the others.
Assuming this reality requires, on the one hand, overcoming the naivety of ignoring the implications of becoming trapped in the demands of a market logic that justifies a university education constrained by that logic. On the other hand, it requires recognizing the mismatches between the internal dynamics of an academic-curricular process and the rules of the game of a historically contextualized political, economic, and sociocultural development.]]> Estas cuestiones abarcan una amplia gama de problemáticas que exigen ser analizadas: adecuación de los procesos de formación universitaria con el perfil profesional; cultura del facilismo y del menor esfuerzo vs. cultura del trabajo; explicitación de la nueva configuración del perfil del ingresante en vinculación con las demandas laborales; incidencia del nuevo escenario laboral en la “nueva vocación” por carreras de corta duración y a distancia (¿virtuales?). En definitiva, la explicitación y redefinición de la función de la universidad en el marco de las nuevas demandas educativas.
La problemática de la deserción constituye el eje de la discusión acerca del sentido de la institución universitaria en la sociedad e instala la preocupación de su posicionamiento en un contexto cuya dinámica la desafía a redefinirse permanentemente. Preocupación que entraña el riesgo de convertirse en obsesión por encontrar “la causa de la deserción” y por otorgar, de manera excluyente, la incidencia determinante y decisiva a una variable. De ese modo se desdibuja la concepción de un proceso multicausal y multidimensional en el que cada una de las variables adquiere su propia significatividad de acuerdo a su particular interacción.
Asumir esta realidad exige, por un lado, superar la ingenuidad de desconocer las implicancias de quedar atrapados en las demandas de una lógica de mercado que justifique una formación universitaria encorsetada en dicha lógica. In this type of educational institution, teamwork implies that each member of the educational community is irreplaceable, since each fulfills a specific role. For this reason, such a change in authorities will inevitably require a readaptation of all members.
The categories of analysis we propose to investigate are: a) the institution and its constitutive components; b) the Institutional Educational Project, change, and crisis; and c) adaptation, reformulation, and identity.
The methodology employed is comprehensive-interpretive, seeking the interpretation, reflection, and understanding of specific spatio-temporal situations. Particular emphasis is placed on the meaning that graduates construct from obtaining a certificate in job training or a degree in graduate studies, as well as on the significance they attribute to their own capacities, competencies, and job training. Those related to knowing how to do are connected with work performance; knowing how to know refers to basic competencies that cut across all forms of training, especially reading, writing, arithmetic, oral and written expression, social competencies, and the methodologies and procedures specific to each specialty, profession, or trade. To these is added knowing how to learn, which will place them in an advantageous position in relation to the demands of personal and social development.
When these capacities are not developed, opportunities for employment prospects and social insertion become limited. Understanding the representations of young people and teachers in training institutions regarding training and employment prospects will make it possible to overcome stagnation and improve their social and labor situation, recognizing that training is a necessity that will define their access to and permanence in the labor market.]]> La formación cobra importancia considerando que los jóvenes de grupos marginales de la sociedad se encuentran desocupados o en trabajos mal remunerados, aportando muy poco al aprendizaje y desarrollo de nuevas capacidades y competencias.
Destácase la asignación de sentido que los egresados construyen a partir de la obtención de un certificado (en la capacitación laboral) o del título (en los estudios de posgrado) y la significación que dan a las propias capacidades, competencias y formación laboral. Las referidas a saber hacer se relacionan con el desempeño del trabajo; saber saber, a las competencias básicas transversales a toda la formación, especialmente las habilidades lectura, escritura, aritmética, expresión oral y escrita y competencias sociales, y metodologías y procedimientos propios de cada especialidad, profesión u oficio; agregando saber aprender, que los posicionará ventajosamente frente a las exigencias del desarrollo personal y social.
Cuando estas capacidades no se desarrollan, las oportunidades de proyección laboral e inserción social se limitan. The final objective referred to the processes that take place in the classroom: initiation into written language, in both Pilagá and Spanish. Initially, the work was carried out using a methodology based on Jean Piaget’s theories, which were applied to the processes of written language acquisition mainly by Emilia Ferreiro and Ana Teberosky, among others. Classroom work showed that this methodology cannot be applied to children inserted in social groups such as those studied in this research, namely Pilagá Indigenous children. These children belong to social groups whose culture does not include written language.
The theories of Jerome Bruner and, earlier, those of Lev Vygotsky, have shown that culture affects the way in which children develop their school learning (Bruner, 1997). Bruner has stated that learning and thought are always situated in a cultural context and depend on the use of cultural resources that give the mind its shape and scope.
The field study was carried out, and is still ongoing, at School No. 401 in the Qompi neighborhood, Pozo del Tigre, Formosa.
In light of the theories mentioned, the fieldwork gradually showed that it was necessary to reformulate the methodology. One of the most significant difficulties is that the children do not belong to a literate culture and that written language is not present in the environment in which they live.
On the other hand, it also became necessary to carry out a study of these children’s initiation into the use of language.]]> Los objetivos del proyecto de investigación fueron: Guiar el proceso de aprendizaje de la escritura y lectura inicial con la aplicación de la metodología que se basa en las teorizaciones de la psicogénesis.
Reformular y ajustar el método según lo requieran las prácticas en el aula.
El último objetivo se refería a los procesos que tienen lugar en las clases: la iniciación en el lenguaje escrito, pilagá y español. Se realizó inicialmente con una metodología apoyada en las teorizaciones de Jean Piaget, que fueron aplicadas a los procesos de adquisición del lenguaje escrito por Emilia Ferreiro y Ana Teberovsky, principalmente, y otros. El trabajo en el aula mostró que no se puede aplicar esta metodología con niños insertos en grupos sociales como los del caso de esta investigación, niñitos aborígenes pilagá. Estos niños pertenecen a grupos sociales en cuya cultura no está presente el lenguaje escrito.
Las teorizaciones de Jerome Bruner y, antes, también las de Lev Vygotski, han mostrado que la cultura afecta a la forma en que los niños desarrollan su aprendizaje escolar (Bruner J., 1997). El aprendizaje y el pensamiento, ha afirmado Bruner, siempre están situados en un contexto cultural y dependen de la utilización de recursos culturales que le dan a la mente su forma y amplitud.
El estudio de campo se ha realizado (y continúa) en la Escuela N.º 401 del B.° Qompi. Pozo del Tigre, Formosa.
A la luz de las teorizaciones mencionadas en el trabajo de campo, se fue mostrando que era necesario reformular la metodología. Uno de los inconvenientes de mayor peso es que los niños no pertenecen a una cultura letrada y en el ambiente en que viven no está presente el lenguaje escrito.
