Introducción : Uno de los propósitos de este estudio; fue el de recopilar las leyes, y decretos dictados en la provincia de Jujuy relativos al trabajo, específicamente al trabajo rural. Normalmente, al estudiar las relaciones laborales, en cualquier ámbito, una de las variables a tenerse en cuenta es el aspecto legal que las normaliza, para lo cual se puede recurrir a una serie de obras específicas sobre el tena. Pero el conocimiento de las leyes laborales nacionales es insuficiente si no se completa con el de la legislación particular de la o las provincias en estudio, pues,durante todo el siglo XIX el dictado de normas relativas al trabajo quedo en manos de las autoridades provinciales, e incluso, en nuestro siglo, las leyes laborales nacionales no tuvieron rápida ni fácil aplicación en las provincias, es mas, la inexistencia de una legislación laboral nacional durante el siglo pasado, llevó a creer que antes de las llamadas "primeras leyes obreras", no existieron normas que regularan el trabajo. Estudios emprendidos, a nivel provincial, hace pocos años, están sacando a luz la legislación específica de algunas provincias. En Jujuy no hemos encontrado ninguna investigación de ese tipo, ni siquiera existe una recopilación organizada de tales leyes y decretos* lo que constituye un vacío que nos pareció importan te intentar salvar. Creemos que a este pequeño e inicial estudio deberán seguirle otros que permitan perfeccionarlo.
Para poder comprender estas primeras normas que regulaban asuntos relativos al trabajo, fue necesario relacionarlas con las prácticas laborales existentes en los distintos períodos a través del tiempo tratado, con la composición cualitativa y cuantitativa de la mano de obra disponible o potencial, con las necesidades imperantes en los establecimientos rurales de la provincia –variables según la época- y con los aspectos políticos provinciales y nacionales. Fue también importante no perder de vista el hecho de que la existencia de una ley, cualquiera sea su sentido, no significa un cambio correlativo inmediato en la sociedad, que generalmente tarde en modificarse.
El período elegido se enmarca entre los años 1834 y 1943, es una delimitación de orden político institucional que tiene en cuenta como inicio la autonomía política de Jujuy con respecto a Salta, y que se cierra en los preliminares del movimiento peronista. Como fue justamente Perón quien con el Estatuto del Peón produjo una transformación en la situación del trabajador rural, uno de nuestros objetivos fue determinar cuál era, en Jujuy, su situación anterior.
La extensión del período elegido nos ha llevado a establecer una periodización basada en las características que presentó la legislación en cada una de las etapas delimitadas, a la vez que cada una de ellas coincide con particularidades económicas y/o políticas de Jujuy. Así, el período comprendido entre los años 1834 y 1892, se caracterizó por una serie de decretos ordenando el conchabo de hombres y mujeres que no tuviesen propiedad ni oficio de qué vivir, e imponiendo castigos a la vagancia. Estas normas, reiteradas y superpuestas, tenían como finalidad compeler a la población a ofrecer su fuerza laboral en fincas y haciendas de la provincia, e inculcarle hábitos de trabajo.
Finalizando la etapa se perfila un cambio en la economía provincial, que va abandonando paulatinamente su papel de intermediaria comercial entre la región pampeana y el altiplano y se integra al mercado nacional con la producción azucarera. En estos nuevos centros agroindustriales irá formándose un mercado laboral teñido todavía de matices precapitalistas.
La segunda etapa queda delimitada entre los años 1893 y 1915 y es la época de la organización de las disposiciones relativas al trabajo y problemas rurales en dos códigos: el Código Rural de 1893 y luego el de 1915, que derogó al anterior. En ambos se incorporaban las disposiciones coercitivas, que en ese momento se encontraban en estrecha relación con la escasez de mano de obra frente a la gran demanda de la industria azucarera.
El tercer período abarca a los años comprendidos entre 1916 y 1930, denominados por el radicalismo a nivel nacional y provincial. Fue la época más fecunda en legislación obrera local y significó un paso importantísimo: el fin de las leyes represivas a cambio de una legislación protectora. Sin embargo, en la práctica, la coerción continuó, aunque en forma más morigerada.
El último período, entre 1931 y 1943, fue muy poco significativo en lo que a legislación para el trabajador rural se refiere. En esa época, los mayores demandantes de mano de obra eran los ingenios, que a la vez tenían una gran participación en la dirección política de la provincia, y por ende en el Poder Legislativo y en la legislación misma.
La regulación de la actividad de los conchabadores y el funcionamiento del Departamento Provincial del Trabajo y Estadísticas, fueron los únicos asuntos, concernientes al obrero rural, que se atendieron. A nivel nacional fue muy importante una ley dictada en 1942, la N° 12.921, llamada “Estatuto de los Conchabadores”, y que en cierta forma anticipa la legislación posterior protectora del trabajador rural.
Este trabajo se basó en fuentes éditas e inéditas halladas, en su gran mayoría, en los archivos y bibliotecas de la provincia de Jujuy. En cuanto a las fuentes inéditas, se consultaron principalmente los Registros Oficiales de Leyes y Decretos y los Libros de Actas de Sesiones de la Honorable Legislatura de la Provincia de Jujuy, de donde obtuvimos el material primario, es decir, leyes, decretos y conceptos vertidos, en relación a ellos, en la Cámara de Diputados. Completaron esta documentación los Mensajes de los Gobernadores al Poder Legislativo. Esta base permitió construir el esqueleto que adquirió vida gracias a testimonios de la época, artículos periodísticos, álbumes biográficos, estudios emprendidos por legisladores, boletines del Departamento Nacional del Trabajo y material bibliográfico actual.
Para finalizar creemos que es necesario efectuar una aclaración referida a la metodología empleada en la presentación del aparato erudito. Hemos optado por un doble sistema de notas que tiene la ventaja de no abrumar al lector con innumerables referencias y a la vez evidenciar las ideas de datos que fueron aportados por otros autores. Así, las notas a fin de cada capítulo se han dedicado a las aclaraciones o comentarios que se creyeron necesarios a la mención de las fuentes primarias. En cambio, insertados en cada capítulo, y entre paréntesis, nombramos a los autores de cuyas obras extrajimos citas textuales, o conceptos originales o simplemente algún dato. El año de edición, que conste también en la referencia, indicará al lector que consulte las fuentes a que escrito del autor nos remitimos.

Introducción: Dentro de la problemática económica en el espacio andino centromeridional, las ferias anuales cumplieron un rol fundamental como elemento articulador de las diferentes regiones componentes del espacio.
En este trabajo se abordará sólo el papel cumplido por la Feria de la Tablada, con asiento en la ciudad de San Salvador de Jujuy.
El período tratado se encuentra enmarcado entre el resurgimiento económico del espacio, debido al nuevo boom de la plata en el Altiplano boliviano, y la crisis económica de 1930 y la Guerra del Chacho (1932-1935), período a partir de la cual quedarán consolidadas las respectivas economías nacionales, poniendo fin a un espacio económico supranacional, cuya subsistencia se había extendido por más de un siglo.

Prefacio: El gran salto de la lingüística contemporánea ha sido trascender los límites de la oración y orientar su interés hacia el discurso. Hoy las más diversas disciplinas se ocupan, desde distintos puntos de vista, de él. Esto ha dado lugar a que en los últimos veinte años se desarrollara una ciencia del discurso constituida como disciplina transversal y plural. Dicha ciencia parte del supuesto de que el uso de la lengua, la comunicación y la interacción se producen especialmente en forma de discursos. De modo que los discursos se constituyen en macrosignificantes culturales a los que será preciso descifrarles el significado. En este sentido, el Análisis del Discurso viene a presentarse como un cuero instrumental que permite una primera aproximación desde una perspectiva lingüística - casi diríamos como una Semiología - a las utilidades mínimas de estos textos culturales. Es como si habláramos de una macrolengua constituida por los diversos universos del discurso, donde el habla estaría representada por los metalenguajes particulares de los distintos saberes como alotextos. En esta perspectiva, se inscriben los Media como emisores, los saberes como receptores y los discursos como macrosintagmas. Pero, he ido más lejos de lo que pretendía.

Introducción: La actividad minera en la Puna de Jujuy durante el siglo XIX es un tema que no ha merecido una particular atención por parte de los investigadores e historiadores, siendo entonces un campo casi inexplorado de análisis. Sin embargo, la riqueza minera de la región es conocida desde la época colonial y distintos autores destacan las labores efectuadas por los indígenas en períodos anteriores a la llegada de los europeos y a los realizados por los mineros españoles en el período colonial.
La elección del tema reviste una particular importancia, dado que la actividad minera provocó una dínamización comercial y laboral en los departamentos de Santa Catalina y Rinconada, articulando un mercado laboral con el sur de Solivia. Esperamos que el tema de análisis pueda convertirse en un verdadero aporte al conocimiento de la industria minera de fines del siglo pasado.

Introducción: Desde fines del siglo veinte y frente al desdibujamiento del Estado Nacional como elemento de identificación y constitución de la ciudadanía política y social, se comenzó a pensar, por un lado, en los movimientos sociales como los espacios que articulan las demandas concretas de la sociedad y sus posibles respuestas por parte de las instituciones oficiales (Poccioni, M. T. y Caggiano, S., 1997).
Por otro lado, asistimos a la “construcción de identidades locales, regionales y nacionales a través del deporte, desde el supuesto de que el deporte -y en este caso específico el fútbol- puede ofrecer aquello que los Estados nacionales, municipales y/o provinciales- han retaceado” (Rodríguez, M. G., 1997: 3), generando una fragmentación en las redes sociales.
La investigación que presentamos se planteó indagar en la dinámica de dos procesos sociales que atraviesan desde la primera mitad de la década del „90 a la sociedad jujeña. Trabajamos, principalmente, sobre el ascenso en 1994 del club Gimnasia y Esgrima de Jujuy a la Primera División del fútbol argentino, y -de manera complementaria- en la regionalización y nacionalización de los conflictos sociales que se produjeron ese mismo año en y desde la provincia de Jujuy.

La región de la Puna y Quebrada de Jujuy constituye un mundo cuyo capital simbólico y cultural, en la actualidad, es utilizado como materia prima para producir literatura diversa desde puntos de vista, perspectivas y categorizaciones exteriores al mismo. Suele intentarse percibirlo y apreciarlo con lentes y soportes ideológicos y teóricos que fueron desarrollados conforme a los convencionalismos religiosos, sociales, culturales, económicos y políticos hegemónicos. Estos convencionalismos, en buena parte, proceden de las perspectivas hegemónicas del periodo colonial hispano o bien tienen relaciones genealógicas con ellas.
Cristóbal Colón, con sus perspectivas y su visión del mundo medieval, en las costas del archipiélago de las Antillas “observaba” sirenas y criaturas como las que supuestamente existirían en el paraíso cristiano. No veía en las playas a mujeres desnudas disfrutando de la natación o del agua. Con relación a ese contexto, Ricardo Harren, autor de “ La conquista erótica de las indias” (1991, pág. 27), interpreta que “Tras la fascinación inicial por los buenos salvajes, vino el desprecio hacia los indios, hacia lo diferente e incomprensible (...) El Vaticano se vio obligado a dictaminar, tras sesudas reflexiones y no pocas dudas, que los indios americanos eran humanos y tenían almas para salvar”.

Prólogo: El presente trabajo propone un abordaje crítico sobre los aspectos orgánicos de los movimientos sociales que se han desarrollado en la Argentina durante los últimos años de la década pasada y los primeros de la actual, tomando como eje el problema específico de los movimientos piqueteros en la provincia de Jujuy. El conjunto de los escenarios analizados puede agruparse alrededor de dos situaciones territoriales bien definidas: por un lado, el repertorio de las estrategias económicas y políticas implementadas en este país encuadradas dentro del linaje neoliberal –con características concretas en las diferentes provincias–, a las cuales se han enfrentado repertorios de acciones de protesta en diversos puntos de la Argentina. Por otro lado, las prácticas locales específicas, tanto acerca de lo económico y lo político como en lo que a las protestas concierne. En este sentido se toma particularmente como objeto de estudio la situación económica y política de principio de década y las prácticas en torno a los movimientos piqueteros que se desenvolvieron en relación a este entorno entre 2002 y 2003 en la ciudad de San Salvador de Jujuy y su conurbano.

Introducción: Esta investigación se propone abordar desde un análisis interpretativo las representaciones discursivas sobre las mujeres que construyen los medios gráficos de la provincia de Jujuy durante la cobertura de la Fiesta Nacional de los Estudiantes (FNE).
Desarrollamos este trabajo, tomando como punto de partida la capacidad de los medios gráficos para crear y reproducir conceptos, esquemas, modelos, etc., a partir de los cuales las personas dan sentido al mundo social que las rodea (Vasilachis de Gialdino, 1997) y de la participación de la prensa escrita en la definición y legitimación de marcos de lectura de la realidad, por ejemplo en el modo en que se perciben los roles sociales (Brunelli, 2005).
En este sentido, atendemos la influencia que tienen los medios de comunicación en la construcción y difusión de representaciones sociales (Vasilachis de Gialdino, 1997) y que los mismos constituyen una fuente de acceso privilegiado al conocimiento de estas (Zullo, 1999), en tanto “construcciones simbólicas individuales y/o colectivas a las que los sujetos apelan o las que crean para interpretar el mundo” (Vasilachis de Gialdino, 1997: 301).

Introducción: El panorama mundial de la prensa presenta en la actualidad un estado de crisis de difusión e identidad, que, para muchos estudiosos de la problemática, resulta alarmante y amenazante para el futuro próximo. Esta crisis es susceptible de ser analizada desde distintos puntos de vista y presenta aristas variadas y complejas. Sin embargo, el principal punto de inflexión de esta problemática se refleja en las bajas considerables en venta y circulación de ejemplares de los diarios impresos de referencia en las principales ciudades del mundo. Esta situación tiene un trasfondo sumamente complejo que resulta necesario analizar para lograr una aproximación al eje problemático del presente trabajo de investigación.
La mirada analítica de esta situación de crisis que afecta a la prensa se puede orientar desde
dos perspectivas: causas externas y causas internas.

Introducción: El propósito de la investigación, es conocer las implicancias de la producción publicitaria radiofónica en San Salvador de Jujuy. Tomando en cuenta el notable cambio en la elaboración de comerciales, logrado por algunas agencias de publicidad y personas vinculadas con el desarrollo publicitario radiofónico, a fines de la década de 1990. Ocupando hoy un lugar en el imaginario social jujeño, al ser incluidas como intermediarias del comerciante o empresario (cliente) y el medio. Labor antes desempeñada, en la mayoría de los casos, sólo por la radio, a pedido del anunciante.
En el contexto actual, cuando se habla de publicidad, es común asociarla de inmediato con una imagen percibida a través de la televisión o algún medio gráfico. Aún sabiendo que la radio también es un vehículo y espacio publicitario en uso. Pero la imagen publicitaria puede mostrarse tanto en forma visual como audible, incluso fusionarse de modo audiovisual para televisión. La imagen visual o audiovisual permite al creativo publicitario capturar la atención del potencial consumidor, a través del sentido de la vista y el oído. En televisión, la publicidad muestra las cualidades del producto-servicio incorporándolo en la rutina diaria. Permitiendo conocer, con exactitud, de qué trata el producto-servicio o marca y por qué debería comprarse. En algunos spots de marcas reconocidas, el sonido puede llegar a ser secundario, gracias a que las imágenes del producto y la palabra escrita, como anclaje del mensaje, bastan para persuadir al consumidor. Ahora cuando se tiene al sonido como único modo de comunicación, la imagen publicitaria debe componerse sólo con lenguaje radiofónico (palabras, música, efectos de sonido y el silencio), pensando en cómo generar una imagen mental inteligible para el receptor del mensaje. Por consiguiente, saber cómo se codifica una imagen a través del sonido resulta interesante, sobre todo cuando la creatividad local tiende a ser permeable a la influencia de tendencias televisivas del momento y/o al estilo publicitario de Buenos Aires.
