Las carreras de comunicación frente a la restauración neoliberal

UNIVERSITY CAREERS OF COMMUNICATION AGAINST THE NEOLIBERAL RESTORATION

En este trabajo, en primer lugar, se sintetiza la cronología de decisiones que tomó el flamante Poder Ejecutivo Nacional, interpuestas mediante sucesivos decretos a partir de diciembre de 2015, que alteraron diversos artículos de la Ley de Servicios de Comunicación Audiovisual (LSCA) y, con ello, elementos centrales de su espíritu original.
Asimismo, con la intención de destacar la relación entre las universidades y la LSCA, se rescatan los hitos más importantes que abarcan desde la iniciativa de “21 puntos” de la Coalición por una Radiodifusión Democrática, los distintos foros de debate y los aportes universitarios para el proyecto de ley, pasando por la promulgación de la LSCA en 2009 y posteriormente los distintas etapas de disputa por su plena vigencia y aplicación.
Para finalizar, el artículo recupera los principales argumentos del documento producido por la Red de Carreras de Comunicación Social y Periodismo y pone énfasis en el compromiso y el accionar que deberían asumir las carreras de comunicación ante el retorno de políticas neoliberales y su consecuentes amenazas a los derechos conquistados en materia de comunicación como también al escenario de las universidades públicas argentinas.

In this paper, first, the timing of decisions made by the newly established National Government, through successive decrees from December 2015, which altered several articles of the Law on Audiovisual Communication Services (LACS) is synthesized and, with that, core elements of its original spirit changed. With the intention of highlighting the relationship between universities and LACS, the article reviews the most important milestones ranging from the initiative “21 points” of the Coalition for a Democratic Broadcasting, the various discussion forums and university contributions to the bill, through the enactment of the LACS in 2009 and the subsequently different stages of dispute over its full force and effect.Finally, work recovers the main arguments of the document produced by the Network of College Career in Social Communication and Journalism and emphasizes the commitment and the actions they should take the college career in communication with the return of neoliberal policies and their consequent threats the rights won in communication as well as the stage of Argentine public universities.
