Cultural Heritage Policies: The Menhirs of Tafí

Políticas patrimoniales: los Menhires de Tafí

Official cultural policies concerning archaeological heritage in the province of Tucumán are the subject of this paper, which takes “the Menhirs of the Tafí Valley” as a case study.
This inquiry takes the 1960s as its starting point, since it was during this period that actions concerning these cultural assets were initiated by the Provincial and National States, as well as by groups made up of local residents and scholars of the subject.
I then focus on three significant moments: first, the creation of the “Park of the Menhirs” on Loma de la Angostura during the last military dictatorship, by order of the then governor, General Domingo Bussi, in 1977; second, the moment when, at the initiative of inhabitants of El Mollar, the Executive Branch ordered the transfer of these pieces, an action carried out in March 2002; and third, the situation of these assets under the current government administration, which began at the end of 2003.
The completion of the transfer and the subsequent preservation of the pieces constitute a personal experience for me, as Director of Historical and Anthropological Heritage of the Province from 1999 to 2004, when I served as Coordinator of the Commission created within the Secretariat of Culture to carry out the relocation of these stelae and their subsequent preservation. This situation allowed me to observe the tensions and divergences generated within the field of heritage by the different ideological positions of the social actors involved.
The proposal is to put into practice an authentic democracy concerning heritage, a practice that should be promoted by the State through cultural policies centered on respect for cultural plurality and aimed at making these assets socially accessible.

Las políticas culturales oficiales hacia el patrimonio arqueológico en la provincia de Tucumán son el tema de este trabajo, que abordará como estudio de caso “los Menhires del Valle de Tafí”.
Esta indagación toma como punto de partida la década del 60, por cuanto es en este período cuando se inician las acciones del Estado Provincial y Nacional hacia estos bienes culturales, como así también de grupos conformados por pobladores y estudiosos del tema.
Luego, me centraré en tres momentos trascendentes: 1- Creación del “Parque de los Menhires”, en la Loma de la Angostura, durante la última dictadura militar, por orden del entonces gobernador general Domingo Bussi, en el año 1977; 2- Cuando, por iniciativa de habitantes de El Mollar, el Ejecutivo dispone el traslado de estas piezas; acción que se concretó en marzo del 2002; y 3- Situación de estos bienes a partir de la actual gestión de gobierno, iniciada a fines del 2003.
La concreción del traslado y su posterior preservación es una experiencia personal, como directora de Patrimonio Histórico y Antropológico de la Provincia (1999-2004), cuando cumplí la función de Coordinadora de la Comisión creada en el ámbito de la Secretaría de Cultura, para realizar el movimiento de estas estelas y su posterior preservación. Situación que me permitió observar las tensiones y divergencias que se generaron dentro del espacio del patrimonio por las diferentes posturas ideológicas de los actores sociales involucrados.
La propuesta es la práctica de una democracia auténtica hacia el patrimonio, práctica que tendría que ser promovida por el Estado a partir de políticas culturales que tengan como eje el respeto a la pluralidad cultural y permitan socializar los bienes.
