Diagnostic Research on the Educational Situation in the Tropic of Cochabamba

Investigación, diagnóstico sobre la situación educativa en el trópico de Cochabamba

This research-diagnostic study on the “Educational Situation in the Cochabamba Tropics” was commissioned by the Tropics Plan, under the CORDECO-GTZ SUBDESAL Agreement and the CCFTC Coordinating Committee.
Aware of the importance of the topic for comprehensive educational policy decisions, but also of the time constraints—two months—and of the difficulties posed by the overall context of the area, the work was undertaken by establishing “relevance” as the main axis of analysis for each of the “problems” to be examined.
The purpose of this task was to find, analyze, and systematize the most relevant and substantive educational information, using public sources, unpublished sources, and the field observation notes that I was able to collect.
All consultants were also asked to go beyond the report of research results. We were requested to outline aspects related to the “potentialities of the area” and to project guidelines and strategies for future actions.
The institutional coordination responsible for the area of Education, Health, and Basic Sanitation prepared a working framework that established the limits, categories, and scope within which the research data to be included in the document to be submitted would be analyzed.
The working hours generously shared with the body of Regional Supervisors of Rural Education in the Tropical Chapare, and especially the fieldwork carried out with Professor Mario Benjamín Vallejo, made possible an in-depth analysis of the region’s formal educational situation.
The interviews held with the Regional Director of Literacy and Adult Education and with the Director of CINEP-Rural made it possible to orient the educational diagnosis of the non-formal actions that have been developed, and continue to be developed, in the area.

Este trabajo de investigación-diagnóstico sobre la “Situación Educativa en el Trópico de Cochabamba” fue encargado por el Plan del Trópico (Convenio CORDECO-GTZ SUBDESAL y Comité Coordinador CCFTC).
Consciente de la importancia del tema para las decisiones de política educativa integral, pero también de las limitaciones de tiempo (2 meses) y de las dificultades que presenta el contexto global de la zona, se encaró el trabajo fijando como eje primordial de análisis “la pertinencia” de cada uno de los “problemas” a ser analizados.
El propósito de esta tarea era hallar, analizar y sistematizar la información educativa más pertinente y substantiva, utilizando fuentes públicas, fuentes inéditas y las notas de observación de campo que logré recoger.
Se nos pidió también, a todos los consultores, ir más allá del informe de resultados investigativos. Que también reseñáramos aspectos relacionados con las “potencialidades de la zona” y que proyectáramos lineamientos y estrategias para acciones futuras.
La Coordinación institucional a cargo del área de Educación, Salud y Saneamiento Básico preparó un marco de trabajo que establecía límites, categorías y alcance, dentro de los cuales se analizarían los datos de investigación que debían incluirse en el documento a presentar.
Las horas de trabajo que desinteresadamente compartimos con el cuerpo de Supervisores Regionales de Educación Rural (Chapare Tropical) y fundamentalmente el trabajo de campo con el Prof. Mario Benjamín Vallejo, permitieron el análisis profundo de la situación educativa formal de la región.
Las entrevistas sostenidas con el Director Regional de Alfabetización y Educación de Adultos y con el Director del CINEP-Rural permitieron orientar el diagnóstico educativo de las acciones no formales que se han desarrollado (y continúan) en la zona.
